Modified version of SBPL (https://github.com/sbpl/sbpl),
Changes being made in the hope of:
1. Allow re-planning without the need of re-initializing the ENV from scratch.
2. Return the best-effort goal when the required goal is unreachable.
3. Optimize interface.
