[WIP] Add build step to compile negotiation.py with mypyc

Thanks for asking me to work on this. I will get started on it and keep this PR's description up to date as I form a plan and make progress.

Please, provide a step in a build setup for our repository:

• we want to compile dmr/internal/negotiation.py with mypyc for all possible platforms, use https://github.com/mypyc/mypy_mypyc-wheels/blob/master/.github/workflows/build.yml as a reference
