This PR updates the Dependabot configuration to: - Run on the 1st Tuesday of each month at ~9am Central Time - Add a 7-day cooldown period between version updates - Standardize labels to use 🤖 dependabot **Standardized fields:** schedule, cooldown, labels **Preserved fields:** All other configuration (groups, ignore rules, directory, etc.) This change helps distribute Dependabot updates across the month in a "patch Tuesday" style while maintaining repo-specific customizations.
