Download link: inform the navigation API about aborting

When beginning a download, the navigation API should send events and rejected promises etc.

Closes #11802

• At least two implementers are interested (and none opposed):
  • Gecko (already implemented)
  • Chromium (already implemented)
• Tests are written and can be reviewed and commented upon at:
  • Navigation API: Download navigations abort previous navigations. web-platform-tests/wpt#56454
• Implementation bugs are filed:
  • WebKit: Not sure if this needs any webkit work. Will do so once the WPT is in.
