fix: complete map editor rollout iteration (#804)

Summary

• routes site, simulation, map-click, MQTT, and library details/new flows through the shared MapEditorPanel
• keeps one editor per resource kind for new/edit, restores site beam preview and map search, and removes parent outside-click dismissal
• adds seeded mapEditor payloads, ResizeObserver reclamping, and removes stale old editor code paths including the unused inspector modal hook

Verification

• npm test (95 files, 463 tests)
• npm run build
• No local deploy scripts run
