This PR adds AI Badgr as an optional, OpenAI‑compatible provider to Windmill, following the existing pattern used for providers like Groq, OpenRouter, TogetherAI, etc. No defaults or core behaviors are changed.

- Add AIBadgr enum variant to backend (ai_providers.rs)
- Add aibadgr to OpenAPI spec enum
- Add AI Badgr frontend config with tier-based models (premium, normal, basic)
- Label as "Budget/Utility, OpenAI-compatible" per requirements
