refactor(cli): help

Changes

• Updates the help command (fallback command) to use existing infra
• Most of the PR is just moving stuff around since some code isn't specific to create-key anymore

Testing

• Splits test in 2 to reflect the folder structure changes
• No unit test is added for help as we already test the HelpDisplay. It would need an e2e test instead, which will come later
