feat(android): support user id in device config

• This pull request addresses the issue described here: Detox test fails to install and launch if Samsung Secure Folder is enabled #4396

In this pull request, I have I plan to add --user support do adb calls like shell pm list packages --user <user> so that some of our users can have an explicitly set user (e.g. 0 or 150).
