hoardr is a dependency but isn't listed in the DESCRIPTION

I am a big fan of this package. It solves a real problem and is very useful!

`remotes::install_github("wmgeolab/rgeoboundaries")` does not work if `hoardr` hasn't already been installed. 

Running `devtools::check()` reveals this issue.
