Shipping Labels: Update HS Tariff info URL

Description

This PR updates the incorrect URL for the info page of HS Tariff number in customs forms.

Testing steps

• Log in to a test store with Woo Shipping set up.
• Start shipping label creation flow.
• Update the destination address to a non-US address.
• Select customs form and tap on Learn more about HS Tariff number.
• Confirm that the web view displays the correct page.

Testing information

Tested and confirmed with simulator iPhone 16 iOS 18.2.
