Groups all version updates into one PR per ecosystem (dev-deps incl. majors; production minor/patch; github-actions; docker where applicable), weekly schedule, matches the fleet's existing canonical pattern. Config-only, no runtime impact. Part of the org-wide Dependabot-noise cleanup.
