  • Reflect preference for GitHub PRs for submission.
  • Reflect practice of ensuring GitHub PR title contains the XEP.
  • Add another exhortation to read, understand, and agree to the IPR policy.
  • Add ways to ask for help for GitHub-less people.
  • Remind people that CI exists.
