Need to have thorough review of the changes suggested.
Need testing to see if these changes are ok on tf 1.x systems also.
One change, that is suspicious, is in minimize() where var-list is kept empty.
Merge this pull request only if the changes look good on both tf 1.x and tf2.x
I have locally tested on tf 2.5
