[ENH] Implement run utilities for platform admins

Proposed changes

This PR adds two functions, both of which call a cloud function of the same name.

• invalidateRun
  • Will set the give run's reliability to false
  • Will update the engagement flags with the flag manualReviewByAdmin
• deleteRun
  • Will delete the given run
  • Available only to super_admin users at the moment.
