Summary

• replace the workflow-heavy public AGENTS starter with the portable thin collaboration kernel
• document hot kernel, residual-gap Skill, and cold review-surface layering in English and Chinese
• keep detailed intake and routing guidance available without making it always-on authority
• strengthen verification against legacy front-gate headings and implicit Skill activation drift

Why

The private consumer baseline now keeps only durable invariants in AGENTS.md and loads collaboration Skills only for explicit requests or reproducible residual gaps. The public template still projected the older workflow-heavy baseline.

Verification

• exact SHA-256 parity between the promoted public AGENTS.md and the reviewed private thin kernel
• public-safety marker scan for private paths, repository names, credentials, and YIYUAN identifiers

Boundary

No private configuration, memory, account state, machine-local path, Skill body, or live Hook state is included. GitHub Actions are intentionally excluded from the acceptance decision for this update.
