Extract Layers and its optional "Merge Layersets" malfunction and has no effect

Description

Current Behavior

Turning on/off the Merge Layersets does not have any effect on extracted image and its layers inside...

Expected Behavior

It should merge any layers inside of the published image product when this option been enabled.

Steps To Reproduce:

1. Enable Extract Layers feature
2. Set the Merge Layersets to ENABLED state
3. Publish Image product and inpsect whether the layers been merged or not / should be merged if the feature been enabled in step 2

This seems familiar, isn't it issue of weird unexpected behavior, there was a documentation for it https://github.com/ynput/ayon-documentation/pull/373/changes
