Description of your pull request and other information

New issue templates still say 'Run youtube-dl --version and ensure your version is 2021.12.17' and people still use it as advised.
Therefore the update to that so it is clear what is newest/up to date version and where to get it.

If you accept it, the rest of templates will be adjusted same way.

As a side note, maybe that version part should be formulated: "put-your-version-here".
