[WIP] Generate CUDA graphs with CUDASTF

This PR introduces CUDA graphs by the means of the CUDASTF library

TODO

• fetch sources from cmake
• add an option in cmake/cargo to have a USE_CUDASTF option
• add a CUDASTF context in host_cg_multi_bit_programmable_bootstrap
• create logical token, and add tasks
• add a singleton with an async_resource_handle or store state somewhere

Check-list:

• Tests for the changes have been added (for bug fixes / features)
• Docs have been added / updated (for bug fixes / features)
• Relevant issues are marked as resolved/closed, related issues are linked in the description
• Check for breaking changes (including serialization changes) and add them to commit message following the conventional commit specification
