Summary

Format archived CHANGELOG.md and CHANGELOG.zh-CN.md before release finalize PRs are committed.
Fix the current v0.2.1 changelog archive formatting that caused main CI lint to fail.
Add bilingual Unreleased notes for the CI fix.

Validation
