PhaseNet-TF-PS, second iteration

New Release hosting PhaseNet-TF trained on PS arrivals, at the second stage of semi-supervised learning.

New release after longer time training + spectrogram module change

Update the checkpoint for longer time training (16 V100,8h) on Expanse. Also, update the module to ONNX-able version, so the checkpoint needs to be regenerated.
