While working on initInstance.js I spotted code that has no use in modern zowe.
"upgrade instance" and "generateComponent" code was intended as a way to track upgrades and perform operations during an upgrade.
This hasnt had a purpose since around when we introduced a defaults.yaml file
Now, upgrades are really about changing the defaults.yaml contents.
