IPv6 support

This PR collects any edits needed to have Zowe support IPv6.
So far, this includes a schema update to allow what was previously only IPv4 addresses within the "zowe.network.server.listenAddresses" array.

Status of components:

• ZSS: A PR has been made to handle ipv6 in general
• app-server: Appears to work fine on its own, but needs to adjust eureka registration and informational strings
• APIML: discovery urls needed enhancement
