Add a lightweight, standalone TypeScript runtime dashboard to monitor riffle-server traffic and operational metrics in real-time.

The new dashboard provides a minimalist, live view of ingress/egress throughput, gRPC/uRPC request rates, queue depth, connection counts, top gRPC paths, and spill backlog, offering a direct-to-browser alternative to a full Grafana setup.

We added grafana/riffle-runtime-traffic.json for teams that already rely on Grafana/Prometheus in their riffle deployments. It’s a curated dashboard template that mirrors the same traffic-focused KPIs exposed in the new TypeScript page (ingress/egress throughput, gRPC/uRPC request rates, queue depth, connections, spill backlog, top paths). Importing the JSON means Grafana users can plug those panels into their existing observability stack immediately—no need to manually recreate panels or adopt the standalone page if they prefer Grafana’s alerting, sharing, or RBAC features.
