Feature/add conda recipe

Solves #1052

Remaining todos:

• Make missing dependencies available on conda-forge, or find other solution (e.g. pip install, ...)
• Test compilation on windows
• Create pull request to https://github.com/conda-forge/staged-recipes - dont upload the conda_build_config-yaml there, they have a custom one
• Solve overlinking libpython issue -> could be asked at https://github.com/conda-forge/staged-recipes

I hoped that the issue would be solved by the recent commits, but the linking issue persists after the rebase on the main branch:
rattler-build build --recipe conda.recipe/recipe.yaml -m conda.recipe/conda_build_config.yaml
