Phase 5 Scoping

• Joe, Wu, Alex, and I worked on revising / finalizing tasks 3 and 10. The latest version of the Google Docs scope is here. The four of us are now ready to move forward.
• SANDAG will assist with developing the three zone + TVPB example for task 10
• The TVPB will offer flexible market segmentation, for example a different expression file by income group
• Consensus with moving forward with the phase 5 scope and budget
• Any additional comments due mid next week
• @Bill to prepare work order and discuss funding schedule with accounting
• @Joe to issue NTP once task order is ready, likely in a few weeks
• @Ben update project wiki with Phase 5 scope of work (done)
• @Bill and partners to discuss better alignment of fiscal years for more consistent cash flow
