chore: Reorganize WebGPU folders in Core DT-9593

What

Realized it would be better to have the webgpu folder inside a parent rendering folder, and to have a global types file so that later, non-webgpu implementations of the rendering system could be implemented with lesser hassle. Basically, trying to encapsulate things a little more reasonably.

How

Moved stuff around! Made a types.ts file at the top-level!
