propagate project assignments to new dependencies

Description

keeps project assignments current as resources change, on top of #19245.

• adds project memberships to newly referenced dependencies across resource save paths
• preserves exclusions during unchanged saves, duplication, history restores and repaired screen saves
• includes existing dependencies when a resource gains another project membership
• updates agent query tools and preserves exclusions when queries move between datasources
• validates REST template imports before changing existing connections
• serialises assignment-sensitive writes, keeping external schema discovery and row transfers outside the assignment lock

covered by propagation, query-move, REST import and screen-save tests.
