Sorry about the merge conflict! After you merged main, I ran a build locally and looks like we're at 9.77 GB - just under the wire!

There's obviously no actual major changes in here, but since I had to resolve a merge conflict in Dockerfile.ttc with the new cache removal and file exclusions, going to wait to land this until @nickclyde has a chance to make sure all the key bits are still there.
