문서 ID와 서비스 계정 키는 운영 설정 Secret에서 모든 스택이 물려받으므로, admin_be가 문서에 쓰게 하는 값은 operation에만 넣고 나머지 스택은 꺼 둔다. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

issuance-sheet.enabled가 켜진 곳에서만 문서에 쓰므로(기본값 꺼짐), 켜는 값을 operation에만 넣고 나머지 스택에는 끄는 값을 넣는다. 이 줄이 빠지거나 스택이 늘어도 실험 스택이 운영 문서를 고치는 쪽으로는 넘어지지 않는다.확인
