I found one required distribution-state regression. The second inline comment is a backend rollout check; no code change is needed if that dependency is already confirmed.

LGTM.
The feature commit precedes three fixes for regressions it introduced, leaving intermediate commits broken and unreliable to bisect. Main squash-merges, so this is non-blocking; please characterize local/legacy behavior first in future stacks.
