fix: show Billing & invoices button for past-due subscriptions - #15266

Users with payment_failed billing status could not access the billing portal to update their payment method. The Billing & invoices button was gated behind canAccessSubscriptionFeatures which is false when is_active=false. Gate button visibility on canManageSubscription (role-based) only, regardless of subscription state. Affects payment_failed, paused, ended, free, never-subscribed, and legacy billing states. The browser UA stylesheet therefore rendered a gray background, border, and shrink-wrapped width that made this row visually inconsistent with the neighboring menu items. ## Fix Reset the native button appearance with `appearance-none`, `border-0`, `bg-transparent`, `w-full`, and `text-left`.
