This makes the follow_up_on field required for initialized post-paid invoices. This can only be merged once all initialized post-paid invoices in our production DB satisfy this constraint. Currently, there are still 3 that do not, see https://github.com/DIAGNijmegen/rse-roadmap/issues/475#issuecomment-4404941882
