Comment out docs build

Summary

Objectives:

• Get GitHub Actions passing when PRs merge into main. Based on https://github.com/E3SM-Project/zppy-interfaces/actions, it looks like every time we've merged a PR, the Action fails because there is no docs directory. Ultimately of course we want to add docs (Add documentation #2) but for now we will adjust the workflow yml.

Issue resolution:

• Follow-up to Update Python support #33.

• a bug fix: increment the patch version
• a small improvement: increment the minor version
• a new feature: increment the minor version
• an incompatible (non-backwards compatible) API change: increment the major version

Small Change

• To merge, I will use "Squash and merge". That is, this change should be a single commit.
• Logic: I have visually inspected the entire pull request myself.
• Pre-commit checks: All the pre-commits checks have passed.

From what I understand, the publish-docs section fails because the docs infrastructure isn't actually set up yet.

If so, disabling it makes sense to me.
