Ports Handheld Power Monitoring Console from Goobstation

RSI does not load properly with current modular resources. will work perfectly when its fixed (it only shows the tablet backdrop, modular resources dont get added to same name rsis. in image was testing with diff rsi path to make sure that was the issue)
