Rather than delete this file, I believe we should "refactor" it based on SPD-41a at https://science.nasa.gov/researchers/science-information-policy_faq/. For now, we can simply trim the contents to "being reworked". |

Also probably worth checking if this was mentioned in the (O)SDMP, since that's where the process for collaboration is usually laid out. |

I believe this is fine for now, though in the interest of complying with SPD41a we should work on redoing this file at some point in the future
