Update cardano-base dependencies to reflect the retirement of cardano-crypto-tests

Description

cardano-crypto-tests was retired in IntersectMBO/cardano-base#590 and replaced by testlibs in cardano-crypto-{class,praos}. This PR adjusts the dependencies in ledger to use the testlibs and adds lower bounds to ensure consistency.

The commit containing the srp can be removed after new cardano-base packages are released to CHaP.
