Had to update docker container from a an older repo called islandora_ci. In that repo there is a use of "packages" "I opted to build Drupal docker images with different Drupal version and PHP version combinations"

We need to have a reviewer. Also, we expect that this PR would still lead to a handful tests failing like 11.2, but that can be addressed after this PR is merged.

It would be good to load up most if not all language packs by default. Maybe we can pick the 20 most spoken languages. Also it seems that to load all languages it may take about 800MB, and may only affect the Tesseract start up time.

This changes the image management logic from Kotlin language to bash and to follow this algorithm

"This PR has our dockerhub and GHCR docker image cleanup logic use the same bash scripts, replacing the kotlin plugin for dockerhub. The logic is:

• Always keep semver tags ([0-9]+.[0-9]+.[0-9]+ with minor/patch being optional)
• Always keep main tags
• Delete any other tags older than 90d
• Only issue DELETE API calls if --yolo flag is passed"

Open Questions

Annie had a question about Imagemagick sub commands "resize" versus another sub-command?

This is related to the merge PDF process/container. Resizing with compression is faster, but for Annie's colleague the output is too blurry. We may want to give folks some options to change the behavior of the merge PDF.
