Partially satisfies #50, by requesting permissions to access images, audio and video. Please make sure the code is good, Java is still pretty new to me. Also, I don't have a device that runs an older android than 13, so if you could test that, that would be great.
This does not solve external storage not being scanned, that is a separate issue.
Also, when this app is published in Google Play, these permissions may cause problems. I recently read Google Play is really doubling down on apps with these permissions.
