The attempt to support FV3 cubed sphere grid was dropped at some point. Remove corresponding code
and the associated (inactive) WMO_VALIDATION macro.
There are some remaining comments mentioning FV3 grids, but they do not hurt for now and can be cleaned up
later if desired.
This PR conflicts with #531, which should be dropped when this PR is accepted.
Closes #534.
