Add figure generation code to the dandi notebooks that plots data reuse, dandi, and U24 NWB metrics by year. Also includes adding the optional dependencies required to run the notebooks.

I was not sure where the best place to store the source data .csv is or if we want to track it at all?

I would place it in the notebooks folder. The data folder is used to store data files generated by the automated workflows.

For the number of tools plot, I think it would be nice to update the number for 2025. On the website we currently list 31 tools. https://github.com/NeurodataWithoutBorders/nwb-overview/issues?q=is%3Aissue%20state%3Aopen%20label%3Atools lists 15 more tools to add to the list. Some of those issues may be to review the tool for inclusion, but I believe at least 4 of the tools are just issues that are waiting to be added to the website. With that, I think it is fair to increase the 2025 number of tools to 35.

notebook seems didn't run until the end:

@oruebel I've updated the community tools numbers, moved the csv file to the notebooks folder, and added the plots with the curve fit for future projections.

I also ran the notebook to the end (with a slight modification)!
