This PR adds the following:

  • Instructions to deploy the RollupCreator factory contract (instructions previously living in the token-bridge-contracts repo)
  • Instructions to create a new chain
  • Add a CUSTOM_PRIVKEY env variable to use when deploying to custom networks
  • Modify the verify parameter when calling deployAllContracts so it uses DISABLE_VERIFICATION when needed
