We have work ongoing to implement stricter build failure flagging (ProjectPythia/cookbook-actions#150, https://github.com/ProjectPythia/cookbook-actions/pull/160/changes) across all Cookbooks.
In the mean time, this PR enforces is here for Foundations.
I expect this will fail for now until #607 is merged because of the Pandas failure (#606).
