[CENIC] coupler constraints don't support multi-tree coupling

What happened?

SAP coupler constraints support coupling any bodies in the model, regardless of underlying topology. The current implementation of couplers in CENIC/ICF restricts couplers to the same subtree, via throwing an exception.

The victory condition is for the CENIC feature to be equivalent in its support to SAP.
