Turn x86-windows back on; it passes for me 🙃
Turn off arm64-windows, see discussion I posted here: microsoft#46221 (comment)
Turn off Windows with static CRT due to

if(VCPKG_TARGET_IS_WINDOWS)
    vcpkg_check_linkage(ONLY_DYNAMIC_LIBRARY)
endif()
