feat: port autoware_overlay_rviz_plugin from Autoware Universe

Description

This ports autoware_overlay_rviz_plugin packages from Autoware Unvierse with the following modifications:

• reset package version
• remove CHANGELOG

This must be merged with autowarefoundation/autoware_universe#10674
