chore: bump version to 0.42.0

Description

The act of creating these releases became too cumbersome.

To generate this, you need to be on the same commit chain as with the last release tag.

Last release tag is on the humble branch.

But on the humble branch, first you need to merge from main to get all the latest changes.

Then you call:

catkin_generate_changelog
catkin_prepare_release --bump minor --no-push

Then I've created a branch for this PR within main and cherry picked that bump commit.

First I'll merge this commit to main.

Then will merge main into humble and tag for the release there.
