Description
This PR adds sync-branches workflow.
This is copied from autoware_core repository since I wanted to also use the workflow for autoware_universe and autoware_launch repository, which requires syncing between main branch and humble branch to release new tags.
Related Issue: autowarefoundation/autoware#7083
How was this PR tested?
The workflow itself was already used in Autoware Core.
