Single-action bumps of the version-coupled codeql-action pins (init writes the config that analyze reads) go structurally red: PR #123 bumped only analyze and failed with 'Loaded a configuration file for version 4.37.0, but running 4.37.3'. Grouping makes future bumps land as one consistent PR.

Fixes the structural red on single-action codeql bumps (#123: init pinned at 4.37.0, analyze bumped to 4.37.3 → 'Loaded a configuration file for version 4.37.0, but running version 4.37.3'). With the group, Dependabot bumps all github/codeql-action pins together in one PR.
Also part of this maintenance round: repo labels dependencies/github-actions/python created (dependabot.yml referenced them, they did not exist — weekly label error on every PR).
