We recently ran into an error where a new release of
gtsam-developcould not be pushed to PyPI because the project had already hit the 10 GB limit on PyPI. This PR adds a useful script that can be run to automatically cleanup all but the most recent release ongtsam-developusing the pypi-cleanup utility. Unfortunately, due to PyPI's 2FA requirement, this cleanup cannot be automated via a cron job.
