Add Aes::run_kats() for non-GCM AES KATs and keep ROM GCM/CMAC-KDF KAT execution in the central KAT harness. Make AesGcm::new() only seed AES entropy so ROM startup avoids duplicate GCM and CMAC-KDF KAT execution.
